The Silver Beach Neighborhood Association hosted the 2007 Candidate Forum. Lake Whatcom Reservoir was the topic of the forum and questions were related to the topic. Five of the seven candidates for Bellingham Mayor, Seth Fleetwood, Don Keenan, Dan Pike, Dan McShane, and Bob Ryan participated.  All three candidates for the 4th Ward seat of the Bellingham City Council, Don Gischer,  Damon Gray, and Stan Snapp participated.  Candidates running for other city and county offices, Louise Bjornson. Larry Farr, Lois Garlick  Michael Lilliquist, and Dave Pros were present.  The forum moderator was Myron Wlaznak, SBNA vice-chair and the timekeeper was Lee Barron, SBNA representative to ABN.  Mike Johnston, SBNA President summarized audience questions

 

The schedule of the Candidate Forum was as follows:

The three candidate questions were:

1.             If you are elected, what specific actions will you take to protect Lake Whatcom Reservoir?

2.         Many, if not most, residents of Silver Beach have observed violations of current rules and regulations such as the application of phosphorus fertilizers, exposure of large quantities of open dirt during the building moratorium season or exceeding the impermeable footprint for new lot development.  What will you do to insure the enforcement of applicable rules and regulations? 

Follow up: How would you pay for this? Who will pay for this?

3.         How would you improve the interaction between the city, county, state and federal government regarding Lake Whatcom Reservoir water quality issues and what funding opportunities do you see with these interactions?

                        These audience questions were presented to the candidates:

1.          Current city government is not particularly diverse, how would you build a more inclusive city government?

2.          How much influence do you feel neighborhood associations should have on city decisions?

3.       How would you bring more “living wage” jobs to Bellingham so we could retain more of the talented graduates WWU is producing?

4.       Do you support a citizen review of the city charter?

5.       How would you improve our options for alternative transportation that will get people out of their cars?

                        These audience questions were not asked due to time constraints:

1.             As a leader, how would you go about shaping a city council that works effectively, together?

2.             Some people in Bellingham would like to see the city become a sanctuary city with no cooperation between the city and the immigration and naturalization service. What is your stand on this issue?

3.         In your view, what is the role of art in our community and would you support a percent for the arts

programs?

4.         What is your position on the use of eminent domain for the city to take control of land in the watershed?

5.         City council voted 7-0 to place the motor boats off the lake initiative on the ballot as written. The city attorney illegally blocked it. Should the initiative go on the ballot in 2007?

6.         It you are elected, what specific actions will you take to implement stormwater management around the Lake Whatcom (Note. Various aspects to this question were covered under the SBNA questions).

7.         Would you support the creation of a city or county human rights commission to hear complaints of discrimination in employment and in city services? Why?

8.         In the last four years, vacancy appointments have been used to place white men only in 3 county judgeships: a mayor; and, a city council seat. What will you do to promote diversity in local government? (Note. Aspects of this question were addressed in question 5 from the audience).

9.         What is your vision for the future of Bloedel Donovan Park in the scheme of Lake Whatcom and Parks & Rec in Bellingham?

10.        Population Projections play a major role in how the city grows, would you support choosing a low, medium or high amount of people to accommodate and how would you raise funds to maintain our LOS levels to maintain our quality of life?

11.        Property taxes have doubled in the past twenty years. Housing costs have tripled in the same period. People who have lived in their homes for 20 years face losing their homes to taxes. Young people cannot afford to live here and seek a life elsewhere. How would you address the property tax issue and affordable housing?

12.        I have witnessed several instances of poor staff communication with the public especially with regard to planning issues within the watershed. How would you improve these?

13.        Are you in favor of the city starting their own Division of Emergency Planning and breaking away from the county?

14.        Since degradation of the watershed is caused by human presence, would you support a watershed residency fee on all people who choose to live in the watershed?

15.        Are there ways to make it less desirable for people to build in the watershed that you support?

16.        What do you plan to do about growth?

17.        How do you plan on addressing the bad relationship between the county and the city of Bellingham?

18.        Do you support amending the city and county codes to prohibit the same categories of discrimination as the Washington law against discrimination? Why?

1.   The minutes of the June 7, 2007 meeting were approved at 7:05 pm.

 

2.   Candidate Forum, July 12

      The schedule, format, and questions were reviewed.  The entire meeting will be the Candidate Forum for the Mayoral candidates and the Ward 4 candidates.  Lori Polevoi will ask the questions and Lee Barron will be the timer.

      The questions regarding Lake Whatcom Reservoir were reviewed and discussed.

Myron Wlaznak, Mike Robinson, Lee Barron, Mike Johnston, and Alfred Arkley on will meet at Myron Wlaznak’s home on Monday, July 9 to refine the questions.

     

3.   August 9 Neighborhood Meeting

      There will be an optional picnic 6 to 7 pm at Bloedel Donovan Park prior to the meeting at 7 pm.  At the meeting Dr. Robin  Matthews will discuss ways to deal with the pollution of the Lake Whatcom Reservoir. 

 

4.   Neighborhood Plan

      Kate Grinde will edit the four drafts into a single document.  Updates are needed by July 15.  The new draft will be reviewed at the next Board meeting on August 2.

 

5.   Silver Beach Neighborhood Association website – Deb McCunn

      The Board approved the purchase of a domain name for the website.  It is expected to cost about $200.

 

6.   Bellingham Disaster Preparedness Plan – Joan Dudley

      Joan Dudley discussed and reviewed the Disaster Preparedness Plan for Bellingham and Silver Beach Neighborhood. 

 

7.   Association of Bellingham Neighborhoods, ABN – Lee Barron

      The ABN is reviewing the possible application of a bulk mailing permit that could be used by all the neighborhood associations.

      The Bellingham “Night Out Against Crime” is scheduled for August 7.

 

8.   Bellingham Community Wildlife Habitat Certification – Alfred Arkley

      The application process was discussed and reviewed.

      The first Bellingham neighborhood to complete 30 applications will be awarded a prize.

 

9.   The next Board meeting will be on Thursday, August 2 , 7 pm at the home of Lee Barron, 2000 Lakeside Street, 647-3515.

Virginia Prowell is working on the construction and location of the Silver Beach Association Sign.

 

3.         New Business

            Changes to the By-Laws will be voted on at the July meeting.

            a.         Neighborhood meetings will be at least quarterly.

            b.         All meetings will be at least advertised in local newspapers and signs.

            c.         Board meeting will be at least quarterly and public.

1.  Are waterfront property owners allowed to develop a larger portion of their property due to 1960s concession?  If so, should this be changed?

2.  Include representation of county residents within watershed to form partnerships and help devise watershed practices and water quality solution.

3.  Balance the aesthetic and environmental value of mature trees within the watershed with the desire to maintain view corridors.

4.  Balance the need to limit impervious surfaces, keeping the footprint of houses small (building up, multi-story, instead of ramblers) within the watershed with the desire to maintain view corridors.

5.  Include the benefits to the neighborhood and the environment by moving utilities underground.

6.  Can we consolidate some of our 18 sub-neighborhoods?

7.  We need to further define "20% of view" definition, and decide if this should be different for a tear down and rebuild or a remodel vs. new construction on a vacant lot. 

8.  What are our benchmarks for water quality?  How will we know if we are achieving our goals?

9.  Would like to see the owner of the commercial property included in our process.

10. General concerns that connecting streets (Sylvan) mentioned in zoning section will increase traffic within the watershed.

Comments from 3x5 cards are below:

1.  I don’t think it’s a good idea to extend Sylvan to Barkley.  I think the traffic on North Shore is going further out North Shore or out Britton Rd and would be coming from South to North along Electric, or from East to West (and visa versa) along Barkley or Alabama.  There is not a destination cross flow between the area from Whatcom Falls Park to Barkley Blvd that is significant except for general increase to Bloedel from everywhere in the summer.

     There is wild life and a pond at the North end of Sylvan and I think increased traffic would lead to pollution of the pond and   danger to wildlife and pedestrians. Joanne Frantska

2.  Why is there no provision prohibiting planting of trees that do or will block a view!!

3.  NO EXTENSION OF SYLVAN to BARKLEY!!  THE CRESTLINE AREA RESIDENTS DON’T WANT IT EITHER! (201 Peterson)

4.  Area 5 – Connecting Sylvan to Barkley Blvd – I am opposed to it as it will only increase traffic through our neighborhood. – Most     of it not from the neighborhood.

1.   The minutes of the May 3, 2007 meeting were approved at 7:06 pm. 

 

2.   By-Laws Revision

      The By-Laws will be revised to include a statement that Board meetings will be public.

Also the voting requirement of paid dues in a non-profit organization will be reviewed by the City of Bellingham legal department.

 

3.   Draft Neighborhood Plan

      Each draft section was reviewed and discussed by the coordinator.

      At the neighborhood meeting on June 14, each coordinator would present and discuss a written draft summary that includes goals and implementation ideas.  These summaries will be presented in the  following order: Neighborhood Character (15 minutes), Lake Whatcom (25 minutes), Facilities (25 minutes), and Zoning (25 minutes).  Each presentation would have short introduction and then time would be allowed for questions.  People in the meeting could prepare questions on 3 x 5 cards and on flip chart paper posted on the walls.   Each coordinator will bring 50 copies of the written draft summary.

3.         Heather Higgins-Aanes and Clare Fogelsong, City of Bellingham, Environmental Resources, described the Surface Water Treatment and Storm Water Source Control Residential Retrofit Program.  $30,000 has been allocated for the first phase of this program in the Lake Whatcom watershed.  Several Best Management Practices, BMP, plans will be selected on June 15, 2007.

 

4.         Silver Beach Neighborhood Sign

            The sign design of Virginia Prowell was selected.  Virginia Prowell and Mark Dudzinski will coordinate the location and construction of the neighborhood sign.

      A candidate forum is planned for October 2007.

Leadership Whatcom is sponsoring a discussion of rural farmland use on May 17.

1.         The minutes of the Neighborhood meeting on March 8, 2006 were approved at 7:04 pm.

 

2.         Fritz Anthony, Public Works, City of Bellingham described and discussed three road improvement projects for Silver Beach Neighborhood.

 

Project #1 is the Pullman Street Allley.  It will be resurfaced with a slope toward the uphill that drains into a storm water treatment system at south end of this one-way alley.  The project is projected to begin in June and end in August.  Several people who are affected by the project made comments.

 

Project #2 includes four storm water treatment systems on E. Oregon to Britton, E. Maryland to Huntington, Hayward Drive, and E. North Street.   These projects are projected to begin in June and end in August.

 

Project #3 is Northshore Drive to Britton.  From Dakin to the Grocery Store the road will resurfaced, sidewalks on the north side and bike lanes on both side of the road.  From the Grocery Store to Britton the road will be resurfaced.  Storm water treatment systems will be installed.

 

3.         Paul Leuthold, Director of City Parks, City of Bellingham described all the projects of Bellingham City Parks.

           

            There are renovations of Civic Field, Joe Martin Stadium, Civic Skate Park Restrooms, and New Civic Field Signage.

 

            The Greenways are currently starting land acquisitions.  The Northside has $12 million and the Southside has $6 million to spend.  A trail plan is being established for the North Bellingham.

           

            The Squalicum Creek Park 2007 projects are: one baseball field, restrooms, and parking.

 

            Trail extensions are: Bay to Baker (Meridian to Hannegan) and Whatcom Creek (Racine St. to Civic Field.)

           

            Developing Woodstock Farm Inspiration Point outlook.

 

            Improving Lake Padden signage.

 

Upgrading Play ground equipment in all parks.

 

            Cooperating with Watershed Board for the development of low-impact trails in Watershed areas

 

4.         Don Gischer, appointed to the Bellingham City Council as the replacement for the late Joan Beardsley, Ward 4 introduced himself and talked about reviewing the progress on the Lake Whatcom Ordinance regarding the water quality of Lake Whatcom.

 

5.         Old Business

            a.  Alice Darmanin was elected Treasurer.

 

b.  Revised By-Laws were adopted.

c.   Bill Bode reported that three traffic calming projects have been recommended to the City of Bellingham for the Silver Beach Neighborhood.

      1.  Euclid to Lakeside to Flynn (3 blind corners)

      2.  Haggen Street

      3.  Silver Beach WTA bus stop on Northshore next to minimall needs a new location.

 

d.   Mayor’s Neighborhood Advisory Committee, MNAC – Mike Robinson

      1.  Shred-A-Thon scheduled for April 28 at Office Max in Sunset Square

      2.  Lummi Nation is hosting the 11th Annual Intertribal Canoe Journey, July 30-August 4.

       Approximately 70 cedar dugouts canoes from Oregon, Washington, Alaska, and British        Columbia will paddle to the Lummi Nation for a five-day cultural celebration and potlatch with over 6,000 people expected.  Volunteers and donations are needed contact Beth Brownfield, bethbrown@aol.com or Kara Black, kara@treefrognight.com

      3.  The State of the Lake Report is due out this summer.

      4.  There will be a city-wide candidate’s forum.

      5.  August 21 is the primary election for city council and mayoral candidates.

 

6.         The Schedule for the Neighborhood Plan was discussed and reviewed.

 

7.         The Whatcom County Comprehensive Stormwater Plan public meeting will be on Tuesday, April 17 at 6:30 pm at Bloedel Donovan community room.

 

8.         The possibility of microphones for the speakers was reviewed and discussed.

 

9.         The vote on the four Silver Beach Neighborhood signs was conducted.  Sign #2 was preferred.

 

10         The History of the Silver Beach Neighborhood will presented at the next meeting at 7 pm on Thursday, May 10 at the Bloedel Donovan community room.

 

11.        The meeting was adjourned at 9:00 pm

 1. The minutes of the March 1, 2007 meeting were approved at 7:05 pm..

 2.  Alice Darmanin was nominated to be Treasurer.

 3.  Silver Beach Neighborhood Plan Update

     On Monday, May 7 the Plan Coordinators will meet at Mike’s home at 7 pm.

                  Zoning – Steve Hoekstra

                  Capital Facililities – Bill Bode          

                  Lake Whatcom - Myron Wlaznak

                  Neighborhood Character – Alfred Arkley

     Mike will invite the Mayor and City Council members                                                

 4. Reviewed and discussed the Agenda for the Thursday, April 12 Neighborhood meeting.

    Will invite Mike Gischer, the replacement for Joan Beardsley, Bellingham City Council 

5. Status of Traffic Calming Projects for Silver Beach – Bill Bode

    Three traffic calming projects will be recommended to the City of Bellingham for the Silver Beach Neighborhood.

            1.  Euclid to Lakeside to Flynn (3 blind corners.)

            2.  Haggen Street.

            3.  Silver Beach WTA bus stop next to minimall needs a new location.

 6. Reviewed and discussed the sign designs for Silver Beach
